While the EU/MERCOSUR agreement has made it known about him in recent months (cf.EU/MERCOSUR: France still opposes free trade agreement),CETA(Understanding Economic and Trade Agreement)*, a trade treaty between the European Union and Canada, is posted on the French Senate's discussion menu on Thursday, March 21. While this agreement has already been signed on the Canadian side, it has not yet been fully ratified on the European side (cf.EU-Canada: Comprehensive Economic and Trade Agreement ratified by Germany).
This new generation agreement, the first of which dates back to 2009 (the first discussions had emerged at the EU/Canada summit in Prague in May 2009), was concluded at the end of 2016, with apartial and provisional entry into force September 21, 2017. It will be fully implemented once all EU Member States have finalized their ratification process. It plans to reduce thetariff barriers( 99 % elimination of customs duties)and non-tariff countries, to extend to other points related to theExportof goods and services between the two parties andInvestmentEuropean and Canadian companies.
In the French Senate Chamber, the debate may well be agitated. Indeed, opinions seem to be very divided: while some are strongly opposed to this agreement, denouncing the lack of clauses that condition compliance with French and European standards for Canadian agricultural products entering Community territory, others are in favour of it, considering that the EU, and France in particular, are already benefiting from it. The CETA would have contributed EUR 400 million to French farmers, especially in the wine and dairy sectors, for example, cheese sales would have increased by 72% in seven years.
