OAS Statute: CDU reform proposal and Trust and Check label
The European Court of Auditors issued a report on the subject of certification « Approved Economic Operators » (OAS). This report highlights applications and benefits that vary from country to country, creating inequalities and operational risks. Not all the benefits of certification, such as simplified customs procedures and accelerated controls for goods, are systematically granted by individual Member States. In addition, the « security/safety » is rarely solicited and recognized. On the other hand, the report informs us that some countries do not always carry out the follow-up audits of certified operators within the deadlines and that some of them have retained their certification without ever being subject to a monitoring audit.
The European Commission has responded to these concerns by presenting proposals for a major reform of the EU Customs Code (cf.EU Customs Code: a package of reforms proposed by the European Commission). An important aspect of the proposal is the creation of a new EU customs authority to supervise a Community customs data platform. This platform would gradually replace the national customs IT infrastructures of the different Member States with a view to harmonising the application of customs rules throughout the Community.
