CSR Vietnam: Significant drop in child labour rate

The survey, conducted by the Ministry of Labour with financial and technical support from the ILO, identified more than 1.7 million children involved in economic activities (i.e. 9.1% of the 5-17 age group), of which 58.8% are engaged in child labour* 29.6% in dangerous tasks.

The main sectors of economic activity concerned are agriculture, forestry and fisheries, but also services and the construction industry.

Only half of the working children go to school, and this figure falls to 38.6% for children who do dangerous work.

However, compared with the previous study carried out in 2012, the figures improve:

  • The rate of Vietnamese working children has decreased by 6.4 percentage points (15.5% to9,1%) 
  • The overall percentage of children working in school increased by 19.4 percentage points (43.6% to 63%).

It should also be noted that the proportion of working children is lower in Vietnam than in the rest of Asia (about -2 points from the regional average).

This progress is due in particular to the government's enactment of a number of laws, including the one in 2016 which specifies the regulations for protecting children from exploitation at workin particular as regards the Convention No. 182 on the Worst Forms of Child LabourILO.

Moreover, Vietnam's increasing participation in world trade and the ratification of free trade agreements (cf. EU FTA / Vietnam: Official launch on 01/08/2020!) oblige national companies to ensure that they do not use child labour in their supply chain.

But the health crisis of VOCID-19 may have a negative impact on this development: an increasing number of families feel compelled to send their children to work to cope with their income losses.

* Child labour: any work prohibited because of the age of the child concerned, the number of hours worked and/or the nature of the work performed.
