The official deployment schedule of ICS2 and ANTES for maritime and river transport is published!
On 3 June, the deployment of ICS2 (Import Control System) for maritime and inland waterway transport was officially launched by the European Union. The deployment schedule runs from 3 June 2024 to 1 April 2025.
Recall that the ICS2 declaration constitutes the mandatory evolution of the ICS import security declaration, which was introduced in 2011. This new version of the security declaration contains a great deal of additional information needed for the current security management of import logistics flows to the Community territory. This new security declaration also incorporates a dematerialized Community version, linked to national tools for each member country.
In France, the tool set up to be linked to the ICS2 declaration isANTES. This national tool allows the notification of arrival and presentation of goods in customs (NP) and the declaration of temporary placing in storage of the goods concerned (DDT). Message « NP » transmitted to the European central base d'ICS2 triggers in return in ANTES, the information of a decision on safety/security control or release of goods. The ANTES tool then informs the carrier in return of the decision taken concerning the ENS concerned.
The ANTES tool is not yet interconnected with the Cargo Community System (CCS). The connection is expected soon. On the other hand, the tool is currently accessible only in EDI mode for operators. The DTI version via the website of theFrench Customsis being developed. Finally, the possibility of correcting messages « DDT » should be proposed in a second stage, at a date still unknown to date.
