Indonesia/Sri Lanka: possible new regional cumulation under GSP
The Generalised Preferences System (GSP) is a preferential scheme granted by the Union to the attention of certain countries in the process of economic development (PVD). Under this Agreement, products may be imported into Community territory with a rate of customs duty partially reduced or totally suspended, as appropriate.
In order to help the economies of the countries benefiting from the agreement even more favourably, the Union has authorised the principle of regional cumulation of origin between the four countries belonging to the same regional groups.
The Commission's authorisation to Indonesia and Sri Lanka is a first, in the sense that the regional cumulation granted concerns two countries belonging to different regional groups. Indonesia belongs to Group I and Sri Lanka belongs to Group III.
Under these circumstances, as part of the textile manufacturing industry, materials originating in Indonesia may be shipped to fashion apparel in Sri Lanka and they may declare on a regular basis a Sri Lankan preferential origin for clothing made from materials originating in Indonesia, which was not previously possible.
Most fabrics originating in Indonesia may benefit from regional cumulation with a few exceptions, such as fabrics falling within heading 5407 (wovens of synthetic filament yarn) and knitted fabrics falling within heading 6006 (other knitted fabrics).
