Management of customs and OAS guarantees: clarifications by customs
As part of the recasting of customs clearance in France and more precisely in order to access the future DELTA I system, operators (importers and customs clearance providers) must update their authorisations related to the use of customs credits. This is the integration on the European CDS (Customs Decisions System) portal of all clearance guarantee authorisations (cf.Management of customs guarantees: new official models for updating your bonds).
A malfunction on the CDS portal was found very quickly: the operators holding the AEO certification benefit from a reduction of their guarantee to 30% of the reference amount of the debts to be covered (currently called Credit fromRemoval). However, the CDS portal does not allow this option to be selected when integrating guarantee authorisations.
In order to maintain this considerable benefit to the OAS, the FIN3 office proposes a circumvention solution to this technical problem which will allow customs offices (procedures management hubs or major accounts department) to manually change the amount of the guarantee. To do this, the operator will have to specify on his application his OAS number and the fact that he has a 30% guarantee level.
In this way, the companies holding the AEO certification will be able to make their import declarations into DELTA I as soon as it starts, scheduled for the end of November 2024.
