DELTA I/E: delayed start confirmed by Customs
In our article of May 9, 2023, we informed you of the postponement of the start-up phase for the import component DELTA I/E (cf.EU Customs: postponement of DELTA I/E testing phase).
The customs department responsible for recasting import/export confirmed last week that thestart of DELTA I/E will not be possible in 2023. Indeed, despite the timetable imposed by the European Commission, the French customs do not want to take the risk of launching the tool when it is not completely completed. Several Member States are in the same situation.
Many computer projects have been launched at the same time, customs sums up the state of progress:
- ICS 2(Import Control System 2) concerning pre-arrival declarations of goods in the European Union: the extension of the air traffic system is planned for July (seeICS2: a step forward in securing European freight) but France has to take stock this week to confirm the start or the request for postponement
- PNTS(Presentation Notification Temporary Storage) concerning declarations on arrival in EU territory: Customs wishes to correlate its start with that of the ICS since the systems must be connected while the tool will not be ready before November
- DELTA Tfor transits: the evolution towards phase 5 with new features will not be ready this year
– the portalCDS(Customs Decisions System) for customs authorisations: the migration of authorisations for special schemes established in SOPRANO is complete, a remainder to be maintained.
The deadline for computer transformations at European level is maintained at 31 December 2025. This being the case, the various postponements granted to each computer plant disrupted the overall transformation schedule.
Other topics include the redesign of credit management and the draft of a pdf format of the customs declaration.
Customs confirms that it will return by this summer on the next steps.
