Customs classification: classification notices for picnic mats
On 14 September, the European Commission published the Implementing Regulation on the classification of « Picnic carpet » in the Combined Nomenclature. The article is in a rectangular form, consisting of two layers of knitted fabrics, one of which is stratified with a plastic canvas on one side. The layer protects against moisture and dirt when the item is placed on the floor. When wrapped, the article is held in place with a flap equipped with a Velcro-type self-adhesive closure system.
Since the trade name does not make it easy to determine the customs classification, the regulation will confirm whether it is a blanket, a furnishing item or an item similar to the items of outdoor camps.
According to the general rules for the interpretation of the Combined Nomenclature and in the light of the article, it cannot be considered as a cover since it does not present the specific characteristics of the cover (cover to keep warm) or as a furnishing item since the latter are intended for indoor use.
The classification selected by the European Commission is 63 06 90 00 (external textile articles) given the objective characteristics of the carpet: light, fast to unfold, easy to carry and exclusively for outdoor use. This item will be subject to 12 % customs duties when imported into Community territory.
