Special scheme authorisations: switch to the European TP-CDS system
Since the beginning of the year, developments relating to the deployment of services on lines hosted at Community level have emerged for customs authorisations (cf.Management of customs authorisations: from a national portal to a Community portal).
On February 17, a new note* has been sent to the operators by the COMINT1 Bureau of DGDDI (Directorate-General for Customs and Indirect Rights) in order to recall that, as part of the implementation of the European portal for customs decisions, all authorisations of special schemes will be issued in full in the TP-CDS (Trade Portal – Customs Decision Service) portal, whether they areof Community or national scope, from20 March 2023.
In summary, all applications and authorities will be fully managed through the TP-CDS portal. Applications, as well as amendments to existing authorizations, may no longer be filed in the SOPRANO online service, which will remain accessible only for the purpose of consulting authorizations.
Customs indicates that SOPRANO's migration to TP-CDS is ongoing and that authorisations which could not have been automatically switched may be manually transferred until 31 March 2024 (a further note to operators should be issued).
Applications under processing in SOPRANO as of March 20, 2023 will be automatically switched to TP-CDS if customs is able to process the application by April 14. Otherwise, applications must be re-entered on the CDS portal.
The format of authorizations will not be changed.
