EU/MERCOSUR agreement: final sprint for signature in July?
On Tuesday, in Brasilia, a summit of South American Heads of State began, at which the question of the free trade agreement between the European Union and part of the Mercosur countries (Brazil, Argentina, Uruguay and Paraguay) (cf.EU/MERCOSUR: Brazil pushes to sign free trade agreement), should be placed on the table.
Last Thursday, at a meeting in Brussels, the majority of European trade ministers had, for their part, reiterated their support for the signing of this agreement concluded in 2019 but in talks for more than 20 years. While the European Parliament, but also France, which has long seen it as a non-compliance with the Paris Agreement (cf.EU/MERCOSUR: France opposes the free trade agreement!), as well as associations and NGOs, are calling for environmental guarantees, the European Commission has proposed adding aAdditional protocolfor which it expects Mercosur's counterproposals, and hopes for aratification next July 18thon the occasion of the EU-Latin American and Caribbean Summit (Cec). But if a political agreement is reached on this additional text, it will still have to be legally validated and then translated before it is submitted to the Council and then to the European Parliament, which shouldextend the calendar to 2024.
Moreover, if Brazil pushes for the implementation of this pact, it sees with a bad eye the environmental clauses of Brussels, suspecting them to be protectionist measures and a way for the EU to impose its own standards.
