Paneuromed area: evolution of the principle of cumulation of origin
Created in 2005, the Pan-Euro-Mediterranean area* (PEM) has as its general principle that in the case of the manufacture and sale of products between the countries of that zone, the customs duties are suspended in full.
In order to respond more broadly to this principle, the concept of diagonal cumulation (EUR-MED certificate), which allows the manufacture of a product with manufacturing stages in at least two different countries, members of the zone, for sale in a third country, also a member of the zone.
The rules applicable to this concept of diagonal cumulation have been simplified for several years (cf. EU/PanEuromed Agreement: Modernising the Convention). However, two countries, Tunisia and Morocco, have still not ratified the simplification proposals. As a result, since September 2021 transitional rules have been proposed to manage this delicate situation.
