Customs teleservices: technical incidents disrupt the flow of goods in transit
Since 8 November, users of the DELTA T teleservice have been forced to use the back-up procedure for the establishment and notification of transits at national level.
Goods from third countries arriving in the customs territory of the European Union must be placed under the external transit procedure (T1) in order to be transported to the point agreed for customs clearance. In the same spirit, Community goods may temporarily leave EU territory to transit through a third country; they are accompanied by a Community transit (T2). These transit documents belong to the customs procedures referred to as « Special ».
For example, each week, the RDE (Representatives in Registered Customs) establish numerous transits allowing flows to flow and to bring goods directly into customs at customs clearance sites while guaranteeing through bank guarantees the duties and taxes of these goods. The dematerialised management of transits takes place in the DELTA T system, a customs teleservice, which allows the complete monitoring of the transit, from its creation to its clearance and the monitoring of guaranteed amounts.
Since 8 November, the teleservice has been experiencing significant malfunctions which have led Customs to authorise the emergency procedure for managing transits. This type of technical incident occurs regularly but never lasted so long. A week after the start of the rescue procedure, the system has still not been completely restored.
Theimpact on transport operationsand have led to manydelivery delaysand thecongestion at ports and airportssince the goods could not be released without manual customs validation.
