Customs clearance recast, DELTA I V1 and DELTA T V5 are launched!

Customs held two webinars, on November 13 and 19, respectively, to confirm the launch of two applications as part of the customs clearance redesign:

TheDELTA Iin its first version will be put into service on26 November 2024, only in EDI, i.e. via the connection contracts of specialised providers. Instructions « emergency procedure » and « customs declaration » must be published in the coming days.

The final scope of version 1 is also confirmed:

• No access to DTI: in other words, if you clear directly on the customs.gouv website without computer provider, then you have to wait for the next version,
• No Smart Border Process (BREXIT). The technical problems of connection are not solved,
• Entry in the declarant's (IED) entries: they will not be possible for transactions out of the bonded warehouse regime.

 TheDELTA T version 5 will be put into service on25 November 202410:00. Operators are reminded of the changes in this version from the current version:

• The description of each goods taken over the transit with its6 digit customs code will be mandatory,
• The possibility of reporting malfunctions directly in the tool opens,
• A paperless transit format may be presented during the checks (the driver may present the document on a telephone or tablet).

Be careful! An interruption of DELTA T is scheduled from 22/11 to 18h to 25/11 to 10h with possible extension until 13h.

Customs recommends that operators postpone their planned operations over this period.If this is not possible, the emergency procedure is allowed.

For operators in EDI, the limit of passage to phase 5 will be 21/01/2025. It will be possible to work on DELTA T P4 until 20/01/2025 23h52.

For operators who are in DTI, the tipping will be done automatically.

The customs authorities provide for a strengthening of the OLGA assistance service for this purpose.

Functionality « rectification » will arrive later, possibly in the 1st quarter 2025.
