REACH: ECHA recommends 18 new SVHC priority ban (Annex XIV)
On 1 October 2019, the European Chemical Agency (ECHA) published its 9th recommendation for SVHC substances for inclusion in Annex XIV to REACH.
In accordance with the REACH Regulation, ECHA should recommend and propose to the European Commission the Priority substances to be included in Annex XIV «list of authorisations») from «list of candidate substances».
These 18 substances are considered toxic to reproduction, endocrine disruptors, carcinogens, very persistent and very bioaccumulative substances (vPvB) or respiratory sensitizers. Here is the list:

Note
Some of these substances are currently not used in the European Union, but could be used in replace other substances recommended for the authorisation list. Their inclusion should therefore avoid regrettable substitutions…
Several sectors of activity are likely to be more affected by the use of these 18 substances:
- textile industry(flame retardant)
- Manufacture of plastics and/or polymers (additives, stabilizers)
- Manufacture of chemicals (solvent)
- Manufacture of lubricants
- Manufacture of inks and toners
- Manufacture of semiconductors
- manufacture of polymers and coatings
- Manufacture of fuels (additive)
- extractive industry using solvents
In cooperation with the EU Member States and the European Parliament, the European Commission has yet to validate the inclusion of these substances in Annex XIV to the REACH Regulation and set the date from which companies will have toapply to ECHA for an authorisation.
For this 9th recommendation,18 Substances of Extreme Concern (SVHC)include Bisphenol and Dechlorane PlusTM, an additive (flame retardant) often used in the textile sector.
