MACF: Use of extended default values for small importers

The Directorate-General for Energy and Climate (DGEC) communicates via the publication of a doctrine on the possibility of using default values for the reports of the last two quarters of the year and announces a new webinar.

DGEC (Directorate-General for Energy and Climate) has updated its page dedicated to MACF (Carbon Adjustment Mechanism at the Border) this week with two important information:

– OneToleranceis granted tosmall importersfor the last two quarters of 2024. ECB is well aware of the difficulties that importers face in collecting accurate carbon emission data from their suppliers. This is why the authority specifies that flexibility is given to certain registrants for the 4th and 5th reports to be filed:use of default values will be tolerated. By « certain registrants », you have to understand « small importers whose aggregate quarterly emissions are less than 100tCO2 ». – OnewebinarDGEC to be held onWednesday 16 October from 2pm. In particular, this webinar should cover details of the registration of importers as MACF registrants on the European platform as from 1 January 2025.

At the same time, an updated version of practical guide ImportersReiterates the following points:

  • Page 4: An example can be used to compare the current situation between producers subject to the free quota system in Europe and suppliers located in third countries for which the MACF will apply,
  • Page 43: the French doctrine establishing tolerance for default values,
  • Pages 99 and 100:how to apply for MACF statusare detailed,
  • Page 110: a view of the current work programme of the European Commission.

For its part, the European Commission has also updated on its dedicated page the MACF Registry User Manualandthe Excel file containing the reporting structure.
