Management of customs guarantees: further information
A Note to Operators provides further details on the passage on the European portal for the management of the guarantees necessary for customs clearance.
Followingarrestedpublished in the Official Journal of the French Republic (JORF) on 12 March and including in annex the models of the instruments of guarantee of customs guarantees (cf.Management of customs guarantees: new official models for updating your bonds), the Directorate-General for Customs published a new note on 2 April. It specifies how guarantee authorisations can be changed in the Guarantee Management System (GUM).
The key points of this communication are:
- the holders of credit for removal with authorisation to defer payment (paper form DPO) of duties and taxes will be able to integrate their authorisations into the European portal. On this point, customs questions us:model of the deferral application form will change in 2025. Deferral of payment will be temporarily authorised without the presence of the authorisation,
- onOAS operatorsbenefitting from the reduction of financial guarantees are invited to shift the integration of their guarantees on the CDS portal due to malfunctions which do not allow to take into account the reduction in the amount to be guaranteed,
- The integration of guarantees on the portal does not necessarily require the granting of the EORI number based on the Siren,
- the guarantee documents are presented in a dematerialised way in editable pdf formats.
AttentionFor the reference amounts, the Excel file that allows you to allocate the amounts you allocate to each type of transaction has changed completely, and now shows thatnew tabs by type of customs procedureto be completed byseparate amounts according to regional incomeon which activities are carried out.
