NAPEUROMED Convention: Update on developments in the first quarter of 2026

In January, Tunisia, Israel, Turkey, Norway and Finland moved towards the exclusive application of the revised rules. A step forward welcomed by the operators, but in contrast to the situation in Morocco and Palestine, where these same rules are applied, for the moment, in anticipation, but still not definitively.

February marked a turning point with the ratification by Egypt and Turkey of new provisions allowing the cumulation of origin for Egyptian goods made from Turkish materials before their importation into the EU. At the same time, Turkey also ratified an agreement with Moldova, while the EFTA countries (Iceland, Liechtenstein, Norway, Switzerland) formalized their partnership with Jordan.

Finally, in March, Tunisia took an additional step by ratifying the possibility of cumulation under modernised rules with the EFTA countries and Israel.

This gradual adoption, on a country-by-country basis, creates increasing complexity, especially when it comes to the accumulation of origin between three partners. The drafting of EUR1 certificates (or declarations of origin on invoice, DOF), proof of preferential origin, thus becomes a delicate exercise: depending on whether or not the countries concerned have signed the new version of the Convention, the modalities differ.

There is a particular need for vigilance in trade between Turkey and the EU. A goods of preferential Turkish origin may be sent to another part of the EMP area by EUR1, but only on condition that a declaration by the Turkish supplier attests to the originating status of the goods; In fact, Turkish goods are imported into the EU mainly with an ATR certificate which, let us recall, does not constitute proof of origin, but only proof of the status of the goods. Without the declaration of Turkish origin, customs officials will refuse to validate the EUR1 export.

Another development since March 2026: with a view to modernising and fluidising trade, Switzerland has launched a portal dedicated to the creation and digital validation of EUR1 movement certificates. With this teleservice, exporters can now obtain a QR code validating their certificate, without having to move for the authorities' stamp. A major step forward, especially for those who do not yet have the necessary status to use the Declaration of Preferential Origin on Invoice (DOF).
