Paneuromed area: updated matrix publications and notes to operators
The Pan-Euro-Mediterranean Convention with modernised and simplified rules of origin was adopted at the end of 2023 and must be binding on all Contracting Parties as from 1 January 2025. Following the announcement of the administrative delay of some parties, Customs helps us to better understand how this transition year will take place.
Unfortunately, as of 1 January 2025, it is still not possible to apply the new simplified rules of the PANEUROMED Protocol in a harmonised way.
However, the announcement of this last year of transition, from 1 January to 31 December 2025, will simplify the management of cumulations of origin within the area.

- The new features of the modernised Pan-Euro-Mediterranean Convention (PEM): this sheet explains the simplifications in terms of rules and confirms once again theabandonment of the EUR-MED certificateand theextension of the validity period of the EUR1 certificate from 4 to 10 months!
- Transitional provisions from 1 January to 31 December 2025 with the concept of permeability and groups of countries according to those who have ratified or not ratified the new rules. It must be understood here that countries that have not yet ratified the new rules will not be able to use them. This is particularly the case in Morocco, Israel and Lebanon.
- The possibility of cumulation with the explanation of permeability between countries that have signed the new rules and others.
- The details of the changes to the rules with some concrete examples allowing to understand the methodology and gymnastics in the rules of cumulation. This sheet also includes the document codes to be indicated on customs declarations for the notification of the requested preferences with or without EMP.
- A summary of the evidence of origin valid from 1 January 2025.
