A bonus-malus system on plastics to push manufacturers to recycled materials
France wants to encourage manufacturers to integrate recycled plastics in place of virgin plastics, thanks to a bonus-malus device that runs across all sectors.
On the occasion of the Waste Assembly held in France on 3 October, Agnès Pannier-Runacher, the new Minister for Ecological Transition, Energy, Climate and Risk Prevention, said that a law was being prepared to create a market for recycled raw materials. A bonus-malus scheme, based on the polluter/payer model, will be built to encourage manufacturers touse recycled materialsrather than virgins, preferably of French origin, especially for the incorporation of recycled plastics. As the low prices of virgin plastic material compared to recycled material hinder the best wishes, this point should be discussed quickly.
