EU/Turkey: Customs union agreement damaged
As a reminder, the Customs Union Agreement allows any goods moving freely within the European Union (EU or non-EU origin) to enter Turkey free of customs duties on presentation of a document called ATR.
For more than a year, many European operators have complained about tightening export conditions to Turkey due to new documentary requirements (cf.Export Turkey: new protectionist measure on 31/01/2019).
Indeed, any goods from the EU whose customs origin is not justified by a certificate of origin are subject to a Additional duty the Turkish administration, and even if the ATR is presented in good form.
A confirmed situationby the increase in visa Certificate of Origin at the International Chambers of Commerce (ICC), which creates additional costs and delays for operators.
Political manoeuvring at national level or real will calling into question the Customs Union Agreement ? The French customs administration does not know how to answer this question...
But uis sure, protectionist attitude is beginning to weigh heavily on the traders working with Turkey!
