EU / Cambodia: trade preferences suspension procedure (TSA GSP)
The EU has officially started the process which could lead to the temporary suspension of Cambodia's preferential access to the EU market under the GSP trade regime « Everything but the Arms » (TSA).
The preferences granted under the TSA scheme of the Generalised Preferential System of the EU may be withdrawn if the beneficiary countries do not comply with the main UN and International Labour Organisation conventions (cf. Commission Implementing Decision of 11 February 2019 on theinitiation of the procedure for the temporary withdrawal of tariff preferences granted to the Kingdom of Cambodiatriggers a process that includes:
- 6 months of intensive monitoring and engagement with the Cambodian authorities;
- an additional period of 3 months to enable the EU to draw up a report based on the findings;
- After a total of 12 months, the Commission will complete the procedure by adopting a final decision on whether to withdraw tariff preferences;
It is also at this stage that the Commission will decide on the extent and duration of the withdrawal of the TSA scheme: any withdrawal would take effect after an additional period of 6 months.
