Turkey > EU: invalid certificates of origin and movement!
The new Turkish visa system for certificates of origin and movement by the European Commission.
The European Commission was informed by Turkey a few months ago of the establishment of a European new electronic visa system for certificates of origin and movement by the Turkish customs offices.
This system was to be introduced gradually from 14 May 2018, but for technical reasons all Turkish customs offices already used it since 24 April, as well as new stamps/cachets.
The customs authorities of the Member States have informed the Commission that certificates issued under this new procedure shall not bear any signature of the issuing Turkish customs authorities. Turkey considers that these electronically mentioned certificates must be accepted as if they were handwritten, whereas the European Commission, for its part, states that this new practice is not in conformity with the established rules (i.e. preferential arrangements in the case of certificates of origin or in Decision 1/2006 of the EC-Turkey Customs Cooperation Committee for A.TR movement certificates).
As a result, the new unsigned certificates issued by Turkey are inadmissible in the European Union.
