
Would the powerlessness of governments in the face of corruption fuel conflicts? It is the thesis of Delia Ferreira Rubio, President of Transparency International, who deplores a level of corruption in the overall constant public sector. Among the good students, theNordic countries top the ranking, where Denmark is in first place, thanks to a score of 90/100. In contrast, countries such asBangladesh, Venezuela and Russia struggle to reach levels close to the world average (43/100).
Noyating the public sector through corrupt officials or elected officials is a strategy of choice for criminal organizations or kleptocrats, who find apoint of entryto divert funds for their own benefit, and that of their political allies. The causes and consequences of this vicious circle are: « Corruption and conflict feed on each other and threaten the promise of lasting peace. On the one hand, the conflict creates fertile ground for corruption [...]. On the other hand, even in peaceful societies, corruption and impunity can turn into violence as a catalyst for social grievances » explains Delia Ferreira Rubio.
In order to contain this corruption and the cascade of negative effects in its path, the NGO advocates strengthening democratic institutions, promoting the free flow of information, and paying particular attention to the influence of the private sector (including through its lobbying tools). The most advanced countries on these issues also have a role to play, for example, by being vigilant about bribes from abroad, or by cooperating fully to redress injustices committed on their soil.
Finally, with regard to theFrance, hexagonwins a place since the last ranking, to reach the21ndplace on 180. Transparency International welcomed « France's ability to detect and punish its leaders' fraudulent practices », in reference to the various indictments and convictions of public figures, but regrets the relationship between the public and private sphere sometimes too opaque (Uber Files, McKinsey...).
