Customs transit: accession of Moldova and Montenegro
Since 1 November 2025, Moldova and Montenegro have integrated the Community transit system.
Moldova and Montenegro become the tenth and eleventh non-EU countries to accede to the Common Transit Convention, allowing for a simplified and secure movement of goods under customs control within the area covered by the Agreement.
The common transit system now includes the 27 EU Member States and Norway, Iceland, Switzerland, Northern Macedonia, Serbia, Turkey, Ukraine, the United Kingdom and Georgia.
Operators (importers, exporters, freight forwarders and Registered Customs Representatives) wishing to establish transits to these two new countries must make some updates:
- integrate the codes of Moldovan and Montenegrin customs offices, automatically added to the DELTA T system
- update the global guarantee of the principal, i.e. the TC31 guarantee certificate (or TC33) and the associated guarantee instrument, adding the MD and ME countries via the European CDS portal (Customs Decision System)
