Harmonised system: WCO launches a project to update customs classification rules
A World Customs Organization (WCO) conference was held in May 2019 on the future direction of the Harmonized System (HS).
Aware that the Harmonized system of customs nomenclature The WCO has invited various representatives of the private sector (ODASCE for France) to propose ways of improving the situation.
Several suggestions seem to be unanimous:
- Making the Explanations of the Harmonized System (Recall: the rules of interpretation of the SH6 different countries);
- Review Semantic (e.g. Chapter 61 = Bonnetery; what is knitted or crocheted?);
- Make the HS explanatory notesfree;
- More explicitly define General rules of interpretation(Modernize words and explanations).
The WCO took note of and announced its intention to continue discussions with the private sector at the next Council in the summer.
A step that goes in the right direction! This revision work will probably take time but should be completed, fine, greater clarity for international trade operators.
However, it should be noted that the tariff classification of goodsis an activity requiring a high level of skills and expertise!
