GSP & REX system: updated list of countries applying on 05/12/2018
End of the transitional period 31 December 2018 for certain GSP beneficiary countries: the use of the Form A Certificate of Origin or the Invoice Declaration of Origin is now obsolete!
The European Commission has updated the list of countries applying the REX (Registered Exporter) system within the framework of the European Union's Generalised Tariff Preferences (GSP) system (cf. REX 2018: the continuous deployment... questions remain!).
Since 1 January 2017, 30 GSP beneficiary countries have officially integrated the registered export procedure.
Latest: Burundi and Togo (27/07/2018), Sierra Leone (16/08/2018), and Tuvalu (03/10/2018).
As at 1 January 2019, 4 new countries will officially start their transitional period during which the two systems (REX and FORM A) can coexist (cf. GSP and REX system: step point on the dematerialisation of FORM A) :
- Cambodia
- Uzbekistan
- Vanuatu
- Vietnam
ATTENTION
As of December 31, 2018, 6 countries will see their transitional period mature : Bolivia, Malawi,MyanmarRwanda, Swaziland and Tanzania.
From 01/01/2019, the certificate of origin FORM A will therefore no longer be accepted by the Community customs administrations as proof of preferential origin under the GSP.
8 other countries will also be due to expire on 31/12/2018 because they do not have to request a postponement of entry into force on their territory. In fact, the REX system is not yet in effect in these countries: Afghanistan, Eritrea, Gambia, Ghana, Ivory CoastNiger, Sudan and Syria.
