EU RD: Aid to prepare for future obligations for businesses

The European Regulation against Deforestation and Forest Degradation (RDEU) enters into force on 30 December 2025. The demands and complexity of its content raise many questions which led the European Commission to update its documentation this summer.

On 12 August the European Commission published in the Official Journal of the EU C2025/4524an update of the guidance documentation to assist economic operators in understanding the Regulation on the movement of products subject to the EU RD.

This paper discusses several key issues, such as the definition of actors and their levels of obligation (e.g. difference between operators and traders), the scope of the products and flows concerned, the timing of implementation, the definition of due diligence and its stakes in the supply chain.

Annex I of the document contains scenarios highlighting the field situations that companies will face.

This document does not constitute a legal act but must be used as a source of assistance in addition to the Regulation. 2023/1115.
