Preferential origin: flexible rules for issuing certain certificates

Due to the crisis in Covid 19, the customs authorities ease the conditions for issuing certain certificates of preferential origin.

Temporary flexibilities granted due to containment constraints are as follows:

  • For the ATR certificate
    • ImportationEU:the wet ink seal is not mandatory. This will be accepted by the European customs authorities, subject of course to compliance with the other regulatory provisions.
    • Exports to TurkeyIt is possible to issue a copy (not targeted by customs), as Turkey accepted this exceptional measure during the crisis.
  • For the Tunisia certificates EUR.1 and/or EUR.MED
    • On export to Tunisia, copies of certificates issued by EU Member States (not covered by customs) are accepted.
    • At the departure of Tunisia, the originals of the certificates are covered and signed as usual by Tunisian customs, therefore no change for customs clearance on import into the EU.

Be careful!

The acceptance of copies of import certificates, as well as export issuance, is not widespread. It depends on each partner country and can be interrupted at any time

We therefore advise you to consult the website of the European Commission which is updated for the countries of the Pan-Euro-Mediterranean area and for other partner countries.
