Modernisation of the TIR Carnet: key adjustments for a smoother international transport

In a context where the fluidity of trade and secure logistics flows have become strategic priorities, the TIR procedure remains a pillar of international transit. In recent years, transport actors have expressed the need for greater clarity in the management of disputes, flexibility within administrative deadlines and better harmonisation of rules among stakeholders. These recent amendments to the Convention provide concrete answers to these expectations, while strengthening the credibility of the TIR system with Customs authorities.

Key changes include:

  1. Dispute Management in the Guarantee Chain :
    A new explanatory note (8.10 (e) introduces a formal procedure in the event of a dispute between an international organization, a national association or a customs administration likely to affect the guarantee chain. The parties concerned must inform each other without delay and enter into negotiations to ensure the continuity of the guarantee. Where necessary, the TIR Executive Board may be seized to facilitate the settlement of the dispute.

  2. Clarification of contractual relations :
    Explanatory note 0.6.2 bis-1 specifies that relations between an international organization and its member associations must be defined by written agreements concerning the functioning of the international guarantee system. Such agreements may be terminated by either party at least six months' notice, except in the case of the earlier revocation of the authorizations referred to in Article 6.

  3. Extension of the validity of certificates of approval :
    The validity of road vehicle approval certificates shall be extended from two to three years, in accordance with the amendments to Annex 3, paragraph 4 and Annex 4, page 4, paragraph 3.

  4. Validity of certificates until end of transport :
    A new paragraph (6) is added to Annex 4, stipulating that if a TIR transport starts before or at the final date of validity of the certificate of approval, it shall remain valid until the end of the transport at the Customs office of final destination.
