MACF in 2025, key next steps

The Carbon Adjustment at the Border Mechanism (AMCF), which has been in operation since October 2023, is continuing its implementation with new obligations opening at the beginning of the year.

The two key informations are as follows:

First of all, the provision ofregister for operators of foreign installationsThis is the portal that allows operators of installations outside the European Union to download and share their facilities and emissions data with registrants in a simplified way, instead of submitting them to each registrant separately. This platform has been accessible since 1 January 2025. Concerningopening of applications for MACF status,status which will become mandatory in 2026 to continue importing products from the polluting sectors: Regulation EU 2024/3210, published on 30 December 2024, confirms that the MACF portal for registrants will include a section for the management of applications and possible revocations of the status of authorised MACF registrant, as well as for notifications and communication related to MACF obligations (understood trade between importers and authorities).

It should be noted that, in terms of time, the Commission states that it is working on the opening of the procedure for requesting authorisation as soon as possible, following the adoption of a specific implementing act (scheduled for January). The Commission will then also make available detailed guidelines.

Finally, DGEC announces the holding of a new webinar onWednesday 29 January at 2 p.m.in order to share information on the MACF licensing process and to communicate elements for updating the MACF application doctrine in the transitional period.
