The EU validates Turnberry's deal: a conditional victory against Trump

The European Union took a decisive step by formalizing, at the end of June 2026, Turnberry's controversial trade agreement, concluded a year earlier between Donald Trump and Ursula von der Leyen in Scotland.

This text, officially named « Agreement on Reciprocal, Fair, and Balanced Trade », aims to ease transatlantic trade tensions by introducing a tariff ceiling of 15% on most European exports to the United States, while regulating tariffs on certain American products.
The European Parliament validated the implementation texts in March 2026, after months of tense negotiations and internal divisions.

MEPs have made their agreement subject to strict safeguards: if Washington maintains or introduces new tariffs on steel, aluminium or other strategic sectors by the end of the year, Brussels will be able to unilaterally suspend the tariff advantages granted to American products. A way for the EU to guard against repeated threats from the Trump administration, which has already postponed the deadline several times to force Europeans to do so.

The final adoption, after a trialogue agreement between Parliament, the Council and the Commission, marks a victory in the Pyrrhus for a divided Europe. Some see it as a necessary stability for industrialists, while others denounce a blatant imbalance in favour of the US, as the EU had to accept economic and political concessions without guarantees of reciprocity.

The publication in the Official Journal, expected in the next few days, will definitively seal the entry into force of the Agreement, just in time to avoid an increase in customs duties on European exports, particularly automobiles, from 4 July.

For observers, this episode illustrates the fragility of transatlantic relations and the difficulty for Europe in reconciling unity and firmness in the face of an increasingly unpredictable partner.
