Vietnamese Ministry of Commerce withdraws VCCI's authority to issue certificates of origin
On 21 April 2025, the Vietnamese Ministry of Trade announced the revocation of the authorization previously granted to VCCI to issue certificates of origin (C/O) and certificates of non-manipulation (CNM) and to register registered exporters (REX). These documents play a crucial role in the validation of the origin of exported products, particularly in the context of free trade agreements and tariff preferences.
Until now, the VCCI had been empowered to issue these certificates on behalf of the Vietnamese government, thus facilitating the efforts of exporting companies. However, the department felt that there was a need to strengthen control and transparency in these processes to prevent any original fraud and better control the country's exports. VCCI will no longer be in charge of these functions, which will now be centralized on the digital platform ecoSysrun directly by the Vietnamese Ministry of Trade.
This decision aims to standardize and modernize the Vietnamese system of issuing certificates of origin, integrating digital technologies to improve traceability of exported products. Moreover, this reform strengthens the fight against origin fraud, a major challenge in a context where international trade agreements increasingly require reliable evidence of the origin of products.
The eCoSys system will enable companies to submit their origin certificate applications in a fully electronic manner, which will help to increase administrative efficiency and reduce processing times. Exporters will now have to register on this platform to obtain the necessary certificates for their exports.
This reform is part of Vietnam's broader commitment to international trade standards and to strengthen the competitiveness of its businesses. The introduction of this new system is also a sign of the country's commitment to improving the transparency and security of international trade transactions.
Vietnamese companies will have to adapt quickly to this new framework, which means becoming familiar with the new procedures on the eCoSys platform. The Vietnamese authorities announced that they would provide technical assistance to help companies navigate this change and ensure a smooth transition.
