Electronic clearance, the final straight line of the final switch for import flows
The new DELTA I/E customs clearance system must become the exclusive customs clearance system for imports from 31 May 2025; A manual has been published and a webinar organized by the Customs to take stock.
On Wednesday, 14 May, Customs took stock of the transition to the new DELTA I customs clearance system. It notes a slow turnaround in operations.
The Administration reiterated that no postponement of this deadline is envisaged to date. However, an official communication is planned next weekend to clarify the position that will be taken if not all operators are on DELTA I. It is already stated that the flows will not be blocked if the systems are not operating optimally.
Two key messages were recalled by Customs:
- Operators ready must start the switch without delay.
As long as customs clearances, approvals and credits are up to date, flows compatible with DELTA I must be gradually transferred. Once a stream has been successfully processed in DELTA I, it should no longer be operated in the DELTA G or DELTA X systems. - Flexibility in case of technical blockage.
In case of proven technical difficulties on DELTA I, temporary use of the old system remains possible to ensure business continuity.
To date, no malfunction has been observed for declarations processed in any time, regardless of the customs procedure concerned.
On the other hand, difficulties persist for two-stage procedures (simplified procedures with subsequent completion), with the exception of conventional imports under the 40 00 regime.
In order to address the problems encountered during the climb, a new version of DELTA I will be deployed on 27 May 2025. This update will include:

Integration of port rights into port entry declarations;

Taking into account foreign EORI numbers;

Improvement of the clearance of special schemes in two stages.
In addition, the Official Bulletin of Customs (ODB) concerning rectification and invalidation procedures is currently being reread. Its publication is expected in the coming weeks.
