Council of the European Union adopts outline of future reform of the EU Customs Code
The European Council endorsed the outline of the European Commission's proposal for a major reform of the EU Customs Code.
The topics adopted are:
- Creation ofEU Customs Authoritywhich will be a decentralised authority responsible for the coordination of risk management, the supervision of the centralised customs data platform and the management of crisis management at EU level.
- Implementation of a Single Customs hub, a centralized digital portal allowing companies to submit their declarations valid for multiple shipments only once. National authorities will access the entire supply chain in real time.
- Enlargement of the « Approved Economic Operators » to a category of « Trust and Check Traders » which will benefit from reduced customs formalities and, in some cases, immediate release of the goods.
- Modernisation of e-commerce processing.
- Maintenance of the scheme « Approved Economic Operator » for SMEs: the Council amended the Commission's proposal to maintain the OAS scheme for SMEs.
- Validation of the introduction of a flat-rate management fee for small parcels from distance selling.
