Tunisia incorporates transitional rules of origin within the Paneuromed area
After a long wait and several communications from Tunisia on this subject, Decision No. 1/2025 of the Association Council was finally published on 20 February 2025 in the Official Journal of the European Union (OJEU). This new Decision marks a significant step forward, as it incorporates, as planned, the new modernised and simplified rules of origin. However, it remains, for the time being,limited to five years, and is subject toSpecific conditions.
Article 6 states that Tunisia has the possibility of issuing preferential origin for certain products under theAnnual quantitative quotason the basis of original rules based solely on the cutting of non-originating fabrics and the assembly of parts for the finishing of clothing. The European Union, for its part, tempers the matter by establishing a monitoring mechanism, stating that it could oppose these quotas if their establishment threatened the balance of markets.
In addition, both parties reserve the right torenegotiate the Decisionover the next five years.
