Imports of ethanol from Pakistan: re-establishment of tariffs
Pakistan is one of the countries eligible for the special scheme to encourage sustainable development and good governance in the Generalised System of Preferences (GSP) with the EU.
As a reminder, GSP is a device that allows goods from developing countries to be imported into the EU at reduced or zero rates.
The European Commission adopted the Implementing Regulation (EU) 2025/1206, suspending for a two years GSP+ tariff advantages on imports of non-fuel ethanol. These are customs headings 2207100019, 2207100090, 2207200019 and 2207200090 which will be subject to customs duties upon entry into the EU.
This decision follows a joint request from six Member States (France, Germany, Spain, Italy, Hungary and Poland) alerting to the « serious disturbance » In particular, the volume imported between 2021 and 2024 (from 376 000 t to 726 000 t) increased by more than 90%, accompanied by a decrease in Community production.
Pakistani imports, mostly at prices well below those of European producers (up to 25%), are considered responsible for this distortion.
Since the entry into force of the Regulation on 20 June 2025, importers must apply the standard customs duties (EUR 10.2/hectolitre for denatured ethanol and EUR 19.20/hectolitre for undenatured ethanol), except for shipments already in transit.
