EU import: modification of the GSP beneficiary countries list
The amendment toRegulation (EC) No 978/012 on GSP published in OJ EU on 02/02/21 *.
The text officially announces the future exclusion from GSP Two beneficiary countries:
- LArmenia, currently under GSP+, will be removed from the list at 1 January 2022 ;
- The Vietnamwill be removed from the general GSP scheme at 1 January 2023.
RECALL
The GSP is a unilateral agreement granted by the European Union to the least developed countries, with the aim of contributing to the economic development of those countries and their integration into the world trade system.
It has 3 components:
- The general GSP schemewhich benefits all countries other than those in the high-income category for 3 consecutive years. This scheme essentially grantspartial tariff preferenceproducts originating in the beneficiary countries.
- The scheme « GSP+ », which offers increased preferences to countries meeting strict conditions (criterion of « vulnerability » and compliance with 27 international conventions). This special regime of encouragement for sustainable development and good governance offers a total tariff preference (0 customs duty).
- The scheme « Everything but the Arms » (TSA), which provides access to the European Union market Without customs duties or quotas least developed countries (LDCs), for all productsexcept arms and ammunition.
