Import Tunisia textile : PANEUROMED exemptions & customs duties

On 27 February, we announced the adoption of the rules of origin modernised by Tunisia in the framework of PANEUROMED exchanges (see: https://www.acte-international.com/la-tunisie-integre-les-regles-dorigin-transitoires-au-sein-de-la-zone-paneuromed/)

As a reminder, the NAPEUROMED area is part of the preferential agreements signed by the European Union with approximately 27 third countries. It is now the broadest and most relevant agreement for optimising tariff reductions, notably through the concept of cumulation of origin within the area.

For many years, a simplification of the agreement was expected: harmonisation of rules of origin between all parties, and deletion of the EUR-MED certificate. The latter was created to distinguish products derived from cumulation from those covered by other bilateral EU agreements.

At the beginning of the year, modernised rules have therefore entered into force and each country must notify its accession to these rules which become mandatory. Tunisia adopted these rules in January 2025 with a derogation for certain manufactured textile products.

The implementation of the derogation has just been clarified with the publication last Friday of the Regulation EU 2025/1459 which recalls:

• The possibility in a limited number of parts to benefit from rules of origin more flexible than those laid down in the PANEUROMED Protocol,
• For a period of 5 years,
• Subject to presentation on importation of a EUR1 certificate with a special mention,
• For a set of products made from customs chapters 61 and 62.

Since 25 July, the quotas have been opened on the customs RITA benchmark (see news bubble of the site) enabling them to be requested on customs declarations.
