Import chemicals: DGE transfers jurisdiction to Customs
The National Chemical Precursor Control Mission (NCCPM) will be attached to the Directorate General of Customs and Indirect Duties (DGDDI) as of May 1, 2026.
The National Precursor Control Mission (MNCPC), historically housed in the Ministry of Economy within the Directorate-General for Enterprise (DGE), constitutes the French competent authority for precursor chemicals of drugs and will be integrated from 1 May next in the Directorate-General for Customs and Indirect Duties (DGDDI).
This administrative transfer does not call into question its role as a single window for drug precursor authorizations and should not affect the operational processing of import flows.
As a reminder, import formalities for precursor chemicals depend on their category, as defined by EU Regulations 273/2004 and 111/2005 as well as the national lists of MNCPC; The more sensitive the product is considered, the more controlled it will be. All associated documents (customs declaration, commercial invoice, transport documents) must be marked « DRUG PRECURSOR » and refer to authorisations obtained prior to importation. REACH obligations, including registration for volumes above 1 tonne per year, and CLP for labelling and safety data sheet, apply systematically.
Is your product concerned? The list of products, available directly on the DGE website (and the customs site) allows for the reconciliation of the customs code, the Chemical Abstracts Service (CAS) code and the name of the substance to be declared.
