EU import / export: Centralised Community Customs Clearance (CCD) rejected in 2025

The implementation of the DCC, which many operators are looking forward to, requires that the customs management tools of each Member State – DELT@ for France – be harmonised in the procedures and compatible in their operation...
However, some countries have fallen behind, and malfunctions are accumulating for users of online customs services: this explains in particular the problems that have already been encountered by operators in France for some time with DELT@ or the SOPRANO tool through the portal PRODOU@NE.
Consequently, the European Commission has recently proposed that Article 278 CDU be amended to ensure that the initial deadline for 2020 (transitional period until 31 December 2020 for switching to electronic systems) is extended to 2025, i.e. an additional five years to allow the 27 EU Member States* manage to harmonize their computer systems...
NB: Community Centralized Customs Clearance is not the only new computerised procedure whose entry into force is delayed: proof of the status of Union goods (Customs status of the goods) and the management of guarantees are also concerned.
* Great Britain is no longer part of the project (cf. International atmosphere of July 2017).
