Import of toys in EU: end of game for PFAS in 2029
On 10 April 2025, the European Parliament and the Council reached provisional agreement on the new rules on the safety of toys in order to protect children from many dangerous chemicals, including bisphenols and PFAS (per- and polyfluoroalkylated substances). The text requires all toys placed on the Community market after 2029 to be free of PFAS, bisphenols, endocrine disruptors and other substances classified as CMR (cancerogens, mutagenics, reprotoxics). From that date on, toys containing these substances will therefore no longer be sold in the EU, whether locally produced or imported.
The text also clarifies the obligations of online marketplaces, which will have to design their platforms to allow vendors to display CE marking, security warnings and a link (such as a QR code) to the digital product passport (in English, Digital Product Passport, DPP). In addition to informing European consumers, the DPP will improve the traceability of toys and facilitate market surveillance and customs controls.
Once this agreement has been formally adopted by the Council, Parliament will have to approve it in plenary at second reading. The Regulation will enter into force 20 days after its publication in the Official Journal of the EU (JEU). Member States will then have 54 months to comply with this new regulation.
