ICS2: additional time for maritime and river flows
With the progressive deployment of the Import Control System 2, the import safety statement is currently in full metamorphosis. After the air sector, it is the turn of maritime and river flows to enter this new configuration of control of goods imported into the European Union. Initially scheduled for 1 April 2025, the mandatory filing of the entry summary declaration (ENS) in ICS2 for these vectors has been granted an exceptional extension until 31 August 2025.
In fact, the Directorate General for Customs and Indirect Rights (DGDDI) issued a Note to operators 31 March 2025, informing them of the possibility of using ICS1 until 31 August. This decision follows delays by some EDI providers, making it difficult for their clients to file ENS returns in ICS2. The French Customs states thatreport is exceptionaland will not be subject tono additional extension. Operators must thereforeorganize their transition as soon as possibleto limit impact during the summer period. Until their final switchover, they are required to maintain their formalities in ICS1. If they cannot organize differently, they are allowed to gradually stagger their switch by type of flow or geographical area, using parallel ICS1 and ICS2, while keeping in mind that the new deadline of 31 August is well respected.
The companies concerned are invited to notify their new forecast date of changeover in ICS2 to the address en-ics2@douane.finances.gouv.fr.
EDI solution providers not yet offering ICS2 interface will soon be contacted by Customs to communicate their deployment strategy.
