DELTA I/E training: making its import declaration in the new French customs system
France is gradually deploying DELTA I/E to replace DELTA G and meet the requirements of the Union Customs Code. This training gives you operational control of the new dematerialised import reporting procedures: ICS2, ENS, PLACI, DDT, new H1/H7 language and centralized Community clearance. DELTA I/E has been operational since 31 December 2025. Any operator making import declarations must master the new procedures, under penalty of blocking, reporting errors and logistical delays.
The deployment of DELTA I/E marks a major break in French customs reporting practices. This system, which has been operational since 31 December 2025, replaces DELTA G for import declarations and is part of the IT modernisation of the EU Customs Code (CDU), aimed at fully harmonizing electronic trade between the 27 EU customs administrations and economic operators.
The introduction of the new H7/H1 declaratory language, strengthened obligations related to ICS2 and PLACI, and the activation of the Community Centralized Customs Clearance (CCD) substantially alter the practices of all the actors involved in the import declarations: customs agents, import-export services, logistics managers and administrative staff.

DELTA I/E is operational: transition is mandatory
DELTA G is no longer the reference system for import declarations. All operators, customs agents, import-export services, logistics managers must master DELTA I/E in order to continue to carry out compliant declarations.
The new declarative language H1/H7 changes practices
DELTA I/E introduces a new reporting language based on CDU data sets: H7 for simplified reporting and H1 for complete reporting. These new formats significantly change the way the returns are structured and submitted.
ICS2 and PLACI introduce new security obligations
The ICS2 import control system and the Pre-Loading Advance Cargo Information obligation reinforce the pre-transport security requirements. Operators who do not have control of these new obligations are subject to refusal of loading and delays.

Acquire the Basis for Importation: Key Principles and Regulatory Framework
Reminder of key principles: Incoterms, tariff species, origin of goods and value for duty. Importer's responsibility in customs operations under DELTA I/E. Actors of the import declaration: importer, customs declarant, forwarder, customs representative. Documentary flows associated with an import and interactions with DELTA I/E. Regulatory framework: Union Customs Code (CDU) and Enforcement Provisions (DAC).
Mastering the import process in the DELTA I/E environment
Prior to departure, security obligations (ICS2) require the PLACI declaration (pre-load information): relevant actors, data and deadlines depending on the transport. On the way, the ENS declaration (pre-arrival) must be transmitted, with its content requirements and responsibilities. Upon arrival in the EU, DDT (temporary deposit) and PNTL (notification of presentation) are required. Transit management (DELTA T v5) is linked with DELTA I/E for T1/T2 regimes. A practical case illustrates the full reporting flow of a maritime import.

After submission in DELTA I/E, verification of returns is based on return messages, status and anomalies management. Post-clearance checks (documentary, physical, CAP) are linked with green/orange/red circuits and their passing notices. Corrections and invalidations are governed by strict procedures and deadlines. Business/customs risk analysis identifies corrective actions, while archiving and traceability comply with legal obligations and good practice.

Does DELTA I/E completely replace DELTA G for import declarations?
Yes, DELTA I/E is the reference system for import declarations since December 31, 2025. DELTA G is no longer the main system for imports. Migration has taken place gradually, and some aspects of coexistence between the two systems are being addressed in training. Knowledge of DELTA I/E is now essential for all operators making import declarations in France.
What is the difference between an H7 statement and an H1 statement?
H7 and H1 are two data sets defined by the Union Customs Code to structure declarations in DELTA I/E. The H7 corresponds to a simplified declaration or a temporary status that can be used in certain circumstances (notably under the two-stage regime). The H1 corresponds to the full standard customs declaration. The one-time modality directly uses the H1. The two-step modality starts with an H7 and is completed with an H1 within a regulatory time frame. The training explains in detail the conditions of use of each modality and their practical implications.
What is Community Centralized Customs Clearance (CCD) and who can benefit from it?
The DCC is a procedure whereby an operator can file his customs declarations in a single EU Member State, even if his goods enter physically by another Member State. This considerably simplifies administrative management for companies importing through several points of entry into the European Union. Access to the DCC is subject to conditions, particularly as regards operator status (OAS status facilitates access). The training explains the eligibility conditions and the practical operation of the DCC in DELTA I/E.
What is ICS2 for and why is PLACI different?
ICS2 (Import Control System 2) is the European system that manages safety and security risk analysis for goods entering the EU. It requires that certain data be transmitted to the customs authorities even before goods are loaded (for certain modes of transport) or before arrival. PLACI (Pre-Loading Advance Cargo Information) is the specific obligation to transmit information prior to the loading of goods, particularly for air and maritime traffic. These two mechanisms are distinct but complementary and are the subject of a dedicated training module.
Does this training include a practical demonstration of the DELTA I/E interface?
The training focuses on understanding procedures, new H1/H7 data sets, reporting steps and regulatory obligations, rather than taking control of the software interface itself. Practical cases of reporting analysis and flow illustrations are included. If you want training targeted at the operational use of the DELTA I/E interface in your organization, the intra-company version can be adapted accordingly.
