Exports to the United States from Cambodia: new certification requirement of origin from 12 May 2025
By an inter-ministerial Prakas dated 30 April 2025, the Cambodian Ministry of Trade imposes on producers and exporters of certain products intended for export to the United States a new strengthened certification scheme of origin, called Origin Certification Letter (OCL). This measure will enter into force on 12 May 2025 and specifically concerns the goods listed in Annex I to the text, i.e. 126 customs codes.
This OCL complements the classical origin certificate: it aims to prevent fraud at the originensuring that the exported goods meet the criteria of the Cambodian rules of origin law (full production or substantial processing) and the requirements of the US customs system.
The issuance of the first LCO is subject to a mandatory on-site inspection (plant or warehouse) conducted by departmental officials. Applications are submitted, free of charge, exclusively via the CO Automation platform. A set of detailed procedures is described in SOP in Annex II to Prakas, including arrangements for verification, cooperation between authorities and control based on risk analysis.
