What is the EU/Turkey Customs Union?
With the exception of agricultural products, customs duties and quantitative restrictions on imports are reciprocally abolished (the principle of free movement) for goods produced or imported from third countries. « free circulation » in either customs territory.
Evidence of this customs status « free movement of goods » is established on presentation of a supporting document called A.TR movement certificate (or ATR).

The customs union is not based on an EU or Turkish preferential origin regime but on the free movement of goods.
What are the changes affecting the EU/Turkey Customs Union?
A new procedure simplified certificate of origin was published in the Turkish Official Journal on 30 December 2017, introducing additional decisions on the import regime.
According to new procedure applicable on 28 February 2018goods imported into Turkey with ATR movement certificates will be subject to the following measures:
- The «exporter's declaration», as presented to the Turkish Customs Administration by the importer, will provide sufficient proof that the goods are of European (EU) or Turkish origin.
- The «exporter's declaration» will not be requested if the certificate of origin or the supplier's declaration is submitted to the customs administration as an annex to the customs declaration form.
What new obligations for EU exporters?
On imports into Turkey of goods of EU origin, the ATR certificate is no longer sufficient to justify free movement within the framework of the customs union!
In order to avoid the additional customs duties applicable to products not originating in the EU (third countries) the exporter's declaration of EU origin must be presented to the Turkish customs administration from 28/02/2018. Until then, the production of a certificate of EU origin will act as proof.
