Export Ivory Coast: Postponement of compliance program

The Compliance Verification (VOC) program for goods imported into Côte d'Ivoire, which was temporarily suspended until 1 January, is scheduled to commence on 15 February.

The Ivorian government decided, by Decree No. 2017-567 of 06/09/2017, to implement a programme of verification of compliance with standards goods before boarding to the Republic of Côte d'Ivoire.

This programme was to start in the spring (see Actuality of 12/04/2018), finally entered its Pilot phase 16 July (date of transport document authentic) for a period of 3 months, i.e. until 16 October 2018.

Entry into Ivorian territory of the goods concerned* by the VOC programme, is subject to the presentation to customs of a Certificate of Compliance (CdC) awarded prior to shipment by one of the 4 accredited certification bodies.

NB This procedure applies only to shipments exceeding 1 million CFA francs, i.e. around EUR 1500.

Until 16 October 2018, only certain product families will be subject to mandatory control (Decree 2016-1152 of 26/12/2016).

The Ivorian government has postponed the start of this programme until 15 February 2019: the certificate of conformity is therefore not required to complete the import formalities before 15/02/2019.

This programme, whose starting date has again been staggered, seems complicated to implement: we will keep you informed of the evolution.
