Export Canada: CETA and Preferential Origin... REX Questions

The CETA is an economic and trade agreement « new generation » which incorporates issues far beyond the scope of import/export customs and tax regulations, making it necessary to ratify the texts by the national parliaments of the EU Member States.
In the meantime, only the part of the CETA which falls within the exclusive competence of the European Commission applies, i.e. around 90% of the agreement!
The gradual removal of tariff barriers is of course part of the « package » In order to justify preferential origin vis-à-vis customs administrations, it isREX procedure (Registered Exporter)which must be applied (cf. International atmosphere of October 2017).
The following statement should be included in the trade document:
« The exporter of the products covered by this document (Customs authorisation No....) declares that, unless clearly indicated otherwise, these products have preferential origin ... (indicate origin).
Validity: from ... to ...»
This simplified procedure (dematerialisation of the preferential certificate of origin) which involves Prior registration of the EU exporter in the REX database is mandatory beyond EUR 6000 of value goods.
In practice, however, European operators have told us that difficulties in applying the declaration of origin in Canadian territory: some customs offices would require knowledge of the specific Member State (France, Germany, Italy, etc.), while others would request that the dual origin be entered « EU-Canada » on the statement...
