United States / EU: resumption of commercial hostilities...

In early April 2019, US Trade Representative RobertLighthizer surprised everyone by threatening the European Union to Additional duties on imports into the United States.

A measure justified, according to Washington, by the illegal granting of EU subsidies to the aircraft manufacturer Airbus, European flagship of the aviation industry and Boeing's first competitor: this dispute had been brought before the WTO arbitration tribunal more than 14 years ago, without result to date!

The Trump administration has therefore decided to disregard WTO prerogatives by doing justice itself: two lists of products which could be subject to additional customs duties on imports into the United States have been published*.

  • The first list covers: imports of helicopters France, Germany, Spain and the United Kingdom.
  • The second, on the other hand, concerns all EU Member States and targets goods as diverse in nature as cheese, olive oil, jam, textiles, ceramic products, tools...

No applicable surtax rates have yet been announced The US government has declared that it is waiting for the World Trade Organization (WTO) to adopt these measures...

The White House resident therefore remains faithful to his creed in international trade relations: the best defence is the attack!

With this aggressive stance, the US government is likely hoping to force the European Union to suspend its subsidies to Airbus.

Let us remember that, a month earlier, the WTO had found the tax incentives offered to Boeing by the US state illegal...

As a response, the European Commission has announced want to tax 20 billion American imports, targeting as previously(cf.USA – China: a game of protectionist measures...) of products « made in USA » emblematic* Citrus, ketchup, tobacco, tractors, video games... and of course planes and helicopters.
