United States: mandatory dematerialization of CPSC certificates in ACE
As of 8 July 2026, the US Customs and Border Protection/CBP will implement mandatory electronic registration of CPSC certificates of conformity via the ACE (Automated Commercial Environment) system for imports of finished products regulated by consumer protection authorities.
The United States is taking a new step in digitizing customs procedures. Effective July 8, 2026, CPSC (Consumer Product Safety Commission) certificates of compliance will be required to be filed electronically in ACE for regulated finished products, subject to delay or blocking of shipments.
The ACE environment is the U.S. centralized digital platform for dealing with import and export risk management; It is, in a way, a one-stop shop for filing documents necessary for the clearance of goods.
In the United States, certain products are subject to the requirement to submit the CPSC certificate. This obligation applies to finished consumer products, such as certain children's items, furniture products, electrical appliances and accessories, and other regulated consumer goods. The latter is written by the importer in the USA and is the result of reports of tests specific to U.S. consumption standards.
In concrete terms, the importers concerned will have to provide the certificate data with their shipping documents so that they can be transmitted electronically at the time of entry into the United States. Otherwise, goods are subject to delays in customs clearance, detention or requests for additional documents.
The scheme provides for two arrangements for filing:
- For non-pre-registered products, the importer must provide a complete set of certificate information, including product identifier, applicable safety rule, date of manufacture, manufacturer's contact details, date of last test and test laboratory information.
- For pre-registered products in the CPSC Product Registry, an abbreviated repository is possible, with a reduced number of data to provide.
Operators who regularly import products submitted to the CPSC should therefore anticipate without delay. The availability of certificates, the reliability of the data transmitted to the freight forwarder and, where appropriate, the interest in using the Product Registry to streamline formalities should be verified.
Several options are available to importers on US soil:
- Be registered on ACE and self-deposit declarations of conformity (attention, a product reference declaration must be filed).
- Request the broker in the US to complete the formalities on behalf of the importer; some brockers already offering this service.
