United States: adjustment of surcharges on Chinese products
On 4 November 2025, the US government announced, by presidential decree, a reduction in the rate of the "Opioid" surcharge applied to products of Chinese origin, marking a further adjustment in US trade policy.
In keeping with the agreement on economic and trade relations with China announced on November 1, the President of the United States issued an Executive Order on Tuesday, November 4, confirming the change in the surtax rate applied to imports of products of Chinese origin.
Currently, these products support several levels of taxation:
- an additional duty in force since 2019 which differs according to the customs code of the product,
- an additional 10% duty corresponding to the right of reciprocity imposed this year,
- a tax entitled « opioid surtax » 20 % to curb fentanyl traffic.
As of November 10, the United States will reduce the cumulative tariff rate on Chinese imports by 10 percentage points. However, the 10 per cent right of reciprocity will be maintained during this period of suspension.
These new provisions will apply until 10 November 2026, subject to further political developments or decisions until then.
